WAIKIKI OFFSHORE SERIES

OFFICIAL NOTICE AND CONDITIONS OF RACE

The Waikiki Offshore Series is an offshore event organized and conducted by the Waikiki Yacht Club.

1. RULES

1.1 The Series will be governed by the "rules" as defined in the Racing Rules of Sailing, the ORC Special Regulations (2004-2005), the Class Rules for the TPYC 52 Class, the SC 52 Class, the Farr 40 One-Design Class, the One-Design 35 Class and the J-105 Class as amended by the Articles of J-105 Class Fleet One, except as any of these are altered by this Race Notice and the Sailing Instructions for the Series.

2. CLASSES TO RACE

2.1 The Regatta is open to all AmeriCap rated boats, invited offshore level rating and one-design classes and invited PHRF boats with valid 2004 PHRF rating certificates issued by either Northern California PHRF or Hawaii PHRF.

3. ALTERATIONS OF CLASS RULES

3.1 Each yacht shall comply with the Offshore Racing Council Special Regulations (2004-2005) for Category 3 races, with the following changes (NOTE: Where there is a variation between the ORC Special Regulations and the Class Rules of the J-105 Class, the J-105 Class rules will apply):

3.1.1 Modify 3.14. The bunks requirement does not apply for this regatta

3.1.2 Modify 3.16 (b). In any race the amount of potable (drinkable) liquid on board each yacht in portable containers shall not exceed a total calculated at the rate of three (3) liters per crewmember per day, where the Molokai Race shall count as 2 days.

3.1.3 Modify 3.16 (c). The emergency water supply required in Special Regulation 3.16 (e) shall be approximately 2.4 gallons (9 liters), shall be in a dedicated container or containers fastened securely in place and shall be sealed in place.

3.1.4 Modify 4.03. For the purposes of this event, jacklines shall be carried aboard for all races, but need only be attached during the long distance offshore races.

3.1.5 Modify 4.19. Liferafts are required for the long distance offshore (Molokai) race.

3.1.6 Modify 4.19 (d) and (e). There is no requirement for a canopy/cover or insulated floor on liferafts.

3.1.7 Modify 4.22 by deleting the requirement for white hand-held flares. USCG approved flares will be accepted in lieu of SOLAS approved flares for all flare requirements. SOLAS flares may not be more than 6 years old.

3.1.8 Modify 5.01. US Coast Guard approved Type I Life Jackets are always acceptable. Harness type inflatable personal flotation devices that have 35 pounds of buoyancy are acceptable.

3.2 All yachts shall file a crew list with photographs and individual crew weights for each crewmember during registration on July 30 and 31, 2004. All weights shall be verified using the scale provided by Waikiki Yacht Club prior to the start of the first race of the Series. Clothing worn at weigh-in is optional but must consist of at least shorts. Crew weight for the J-105 Class will be 1164 pounds, amending Article 11.1 of J-105 Class Fleet One Articles.

3.3 For the Farr 40 OD Class, due to the heavy weather conditions in Hawaii the sail button requirements are waived for this regatta.

4. ALTERATIONS OF RACING RULES

4.1 Rule 42 Propulsion. Except for late starters or Fundamental Rule 1.1 emergencies, a boat's engine may not be used for propulsion between its Preparatory Signal and the Finish. A late starter must, after its start signal, execute two full 360-degree turns after shutting off its engine or dropping its tow before starting. Whenever an engine is used for propulsion by a late starter or during an emergency, the facts shall be entered in the declaration for that race. This modifies RRS 42.

5. ELIGIBILITY AND ENTRY

5.1 Owners of eligible offshore yachts are invited to apply for entry upon receipt of this Notice. Application for entry shall be available from the Waikiki yacht club and from the regatta web site at; www.waikikioffshores.com.

5.2 All entries shall be submitted to the Waikiki Yacht Club no later than June 30, 2004. Late entries may be accepted until 1200 hours, July 31, 2004, subject to payment of a late entry fee. See paragraph 6 for entry fees.

5.3 Yachts will be separated into classes based on entries received. There will be separate scoring classes for yachts racing in offshore one-design & level rating classes provided there are at least 5 entries for each class.

5.3.1 INDIVIDUAL competition will be based on individual class standings for each race and overall class and division standings for the entire series. There will be one PHRF Division for all PHRF rated yachts. Racers and Cruiser/Racers may be combined in the same size class for class scoring.

6. FEES

6.1 Entry forms shall be accompanied by a basic entry fee of US $825.00 for yachts 45' and above and $625.00 for 44' and below. All boat lengths are LOA rounded down to nearest foot. i.e., 24' 11" = 24 feet. For current members of US SAILING, who are nationals or legal residents of the United States, the basic entry fee will be $750.00 for 45'+ and $550.00 for 44' and below..

6.2 Eligible entries that choose to race with Category C advertising under the ISAF Advertising Code shall pay an advertising fee of $250.00 in addition to the basic entry fee. A yacht may change their entry from Category A to Category C by paying the additional advertising fee.

6.3 Entries received after June 30, 2004 will be charged a late entry fee of US$250.00 in addition to the basic entry fee.

6.4 Entry fees are not refundable. All monetary instruments for entry fees shall be payable to the Waikiki Yacht Club.

6.5 Entry fees may be paid by Visa or MasterCard credit card. Entry fees paid by credit card will require an additional fee of $16 to offset the credit card discount rate.

7. SCHEDULE OF EVENTS

7.1 Satruday July 31, Registration for all yachts at the Race Headquarters from 0800 to 1400. The owner/skipper or an authorized representative shall perform the registration. Official notices, sailing instructions and tickets for free issue items, will be issued during registration. 1400 hours short practice race inshore. 1800 hours skippers meeting and Aloha welcome reception.

7.2 Sunday, August 1. Race #1 will be a 4-leg windward/leeward course and Race #2 will be a 5-leg windward/leeward course, each of approximately 9-12 miles, sailed offshore from Waikiki. Warning signal for Race #1 is 1050 hours. The Race #2 Warning Signal will be displayed approximately 5 minutes following the finish of Race #1.

7.3 Monday, August 2. Race #3, the Long Offshore Molokai Race is a 148-mile race from Waikiki, along the North shore of the Island of Molokai, to a turning mark near Hawea Point on Maui and return. Warning signal is 0950 hours.

7.4 Wednesday, August 4. Race #4 will be a 4-leg windward/leeward course and Race #5 will be a 5-leg windward/leeward course, each of approximately 9-12 miles, sailed offshore from Waikiki. Warning signal for Race #4 is 1050 hours. The Race #5 Warning Signal will be displayed approximately 5 minutes following the finish of Race #4.

7.5 Thursday, August 5. Race #6, the Short Offshore Race, will be an ocean course of approximately 60 miles. The warning signal for Race #5 is 0950.

7.6 Friday, August 6. Race #7 will be a 4-leg windward/leeward course and Race #8 will be a 5-leg windward/leeward course, each of approximately 9-12 miles, sailed offshore from Waikiki. Warning signal for Race #7 is 1050 hours. The Race #8 Warning Signal will be displayed approximately 5 minutes following the finish of Race #7.

7.7 Friday, August 6. The Awards presentation and reception will be held in the evening at the Waikiki Yacht Club.

8. MEASUREMENT

8.1 IAmeriCap entries shall be accompanied by the most current AmeriCap Certificate for the yacht. PHRF entries shall be accompanied by the most current PHRF rating certificate from either the Northern California PHRF Fleet or the Hawaii PHRF Fleet (HPHRF). Rating certificates (legible copies) valid for the period July 31 through August 7, 2004 must be received by Waikiki Yacht Club no later than 1200 hours, July 26, 2004.

8.1.1 No revisions to ratings will be accepted after 1200 hours, July 26, 2004 -- the final date and time for filing certificates, unless approved by the Organizing Authority and accompanied by a late filing fee of US$250.

8.1.2 All Rating Certificates and measurements are subject to review by the Waikiki Yacht Club, which may accept or reject any rating or require re-measurement at the owner's expense.

8.2 Each yacht shall complete the Waikiki Yacht Club Certificate of Compliance with the ISAF Special Regulations (2004-2005) and submit one copy of the certificate to Race Headquarters prior to or during Registration. Under no circumstances will the Certificate of Compliance be construed as certification of seaworthiness of any yacht nor can Waikiki Yacht Club or the event sponsor or any of their officials be held liable for the safety of a yacht, its equipment or its crew.

8.2.1 All yachts are subject to inspection after each race and any yacht not in compliance with the requirements of the ISAF Special Regulations or the Class Rules in the case of Offshore One-Design Classes, may be protested by the Race Committee.

9. INSURANCE

9.1 All entries are required to provide evidence of Public Liability and Third Party Property Insurance coverage for the sum of US$300,000 or more. Such proof shall be in the form of the policy or a letter, in English, from an Insurer or Insurance Broker, providing the policy number, expiration date, a contact phone number for use by the Race Organizers in case of emergency and stating that "Coverage includes racing in the 2004 Waikiki Offshore Championship Series."

10. SAILING INSTRUCTIONS

10.1 The Sailing Instructions will be available at Race Headquarters on Saturday, July 31, 2004.

11. SCORING

11.1 Series Scoring. The Low Point scoring system of Appendix A will apply. Points for the Short Offshore Race will be multiplied by 2 and points for the Molokai Race will be multiplied by 3. The yacht with the lowest score, after any penalties may be applied, is the winner in each class.

11.2 AmeriCap Division. The AmeriCap Classes will be handicapped in accordance with the AmeriCap handicapping procedures. Course configuration will be the sole responsiblity of the Race Committee. Decisions on course configuration sahll not be a subject for redress by any competitor.

11.3 PHRF Division. PHRF classes will be handicapped using the time-on-distance method of handicapping.

11.4 Offshore one-design and level classes may be scored in accordance with their class rules.

12. ALTERNATIVE PENALTIES

12.1 In accordance with RRS 44.3, the Scoring Penalty for Infringement of a Rule of Part 2 shall apply.

13. DECISIONS OF THE JURY

13.1 A Jury will be constituted in accordance with RRS 89 (b).

13.2 Any appeals to decisions of the Jury shall be forwarded to the US SAILING Appeals Committee.

14. COMMUNICATIONS

14.1 All yachts shall be equipped with 25-watt Marine VHF transceivers capable of receiving and transmitting on VHF Channels 16, 22A, 68 and 71.

15. PRIZES

15.1 Individual prizes will be awarded in each race for the first yacht in each class. In addition, a prize will be awarded to the First to Finish yacht in the Short Offshore and Molokai races. Prizes will also be awarded for the lowest cumulative points in each class for the entire Series for first, second and third place.

16. MOORINGS

16.1 All yachts entered in the Series will be provided moorings within the Ala Wai Boat Harbor for the period July 25 through August 11, 2004. Mooring fees for this period are included in the entry fees for the Series. Mooring assignments during this period will be coordinated by the Waikiki Offshore Series Mooring Chairman.

16.2 Yachts requiring moorings prior to July 25 and after August 11 will do so at their own expense.

17. PHOTOS

17.1 All entrants are requested to furnish two (2) copies of a 4 x 5 inch vertical format color photograph of their yacht under sail. High resolution digital (300 dpi) photos are acceptable. Photos received by June 15, 2002 will be published in the Official Program.

18. ARRIVAL INFORMATION

18.1 All owners are requested to notify Waikiki Yacht Club of the estimated time of arrival of yachts being sailed or shipped to Honolulu so that assistance can be provided for scheduling immigration, customs and agricultural inspections upon arrival, if required.

19. AMENDMENTS TO THIS NOTICE

19.1 The Waikiki Yacht Club reserves the right to amend this notice. Amendments to this notice published prior to June 30, 2004 will be mailed to all owners whose entries have been accepted. Amendments to this notice published July 1, 2004 or later, will be posted on the official notice board and copies will be available at Race Headquarters.
